Horizon Europe support for Science for Policy

Explained

The European Commission plays a central role in strengthening the Science for Policy (S4P) ecosystem across Europe. Its efforts aim to ensure that scientific knowledge is effectively used in policymaking at all levels – European, national, regional, and local, as well as at wider international level.

S4P refers to the use of scientific evidence and data, expertise, and diverse forms of knowledge to improve policymaking. In this context, science helps to:

  • identify and understand policy challenges;
  • identify and evaluate interventions and policy alternatives;
  • make informed decisions;
  • design effective interventions.

By integrating science into policymaking, governments can create policies that are more effective, evidence-based, and aligned with the needs of society.

The ERA Policy Agenda 2025-2027 includes a dedicated ERA Action on Advancing the European Science for Policy Ecosystem with the aim to strengthen evidence-informed policymaking.

For more information on the role of the European Commission in strengthening Science for Policy, please see the dedicated webpage.

Horizon Europe contributes to furthering Science for Policy, in particular through a dedicated programme part, Widening Participation and Strengthening the ERA (WIDERA).
