The Council of the European Union is a single legal entity, meeting in 10 different configurations. Council meetings are attended by representatives from each Member State at ministerial level. European Commissioners responsible for the areas concerned are also invited to Council meetings. Meetings are chaired by the Member State holding the 6-month Presidency of the Council (with the exception of the Foreign Affairs Council).
Topics related to research and innovation are negotiated in the remits of the Competitiveness Council. This Council configuration works to enhance competitiveness and increase growth in the EU. It deals with four policy areas: internal market, industry, research and innovation and space.
