EU-level R&I umbrella organisations are integrated actors within the ERA governance structure. These stakeholders are grouped along seven categories. Each stakeholder category is represented by one of its members in the ERA Forum as observer.

In addition, the European Committee of the Regions and the European Economic and Social Committee are represented as observers in the ERA Forum.
