EU-level R&I umbrella organisations are integrated actors within the ERA governance structure. These stakeholders are grouped along categories, which have been defined in the Council Conclusions on the Future Governance of the ERA of 26 November 2021, and amended based on the Council Recommendation on the ERA Policy Agenda 2025-2027 of 24 May 2025. Each stakeholder category is represented by one of its members in the ERA Forum as observer.

In addition, the European Committee of the Regions and the European Economic and Social Committee are represented as observers in the ERA Forum.
