The Constitution of the Republic of Estonia

The Constitution of the Republic of Estonia, according to Article 38, states that science and art and their teaching shall be free. Universities and research institutions are autonomous within the limits prescribed by law. In the annotated edition of the constitution, it is defined that the said freedom must ensure that the research is based on scientific methodology, not political, social, economic, and other external pressure. It is also pointed out that the content and results of research activities must not be guided by socio-political profit.
