Research security is about international research and innovation cooperation that is open and secure. It is a joint responsibility for
researchers, funders, national authorities and the EU. Following the Council Recommendation on enhancing research security, adopted in May 2024, development of policies and initiatives has accelerated. The Research Security Monitor 2025 is a Staff Working Document that provides a snapshot of where the EU and its Member States stand and what approaches are developed. Its aim is to inspire stakeholders and public authorities to identify and use experience and practices from other Member States. As such, the Research Security Monitor supports peer learning and capacity building, and it can be a basis for further discussion at EU level to identify where additional efforts are needed and gaps remain.
